Milan – “Youth4Climate: Driving Ambition”

Almost 400 young people aged between 15 and 29 from the 197 member-countries of the UNFCCC (maximum limit 2 for country) will meet in 2021 in Milan, from 28 to 30 September 2021, to elaborate concrete proposals on topics that affect the negotiation process of Pre-COP26 in Milan (30 September - 2 October 2021) and COP26 in Glasgow (1 - 12 November 2021).

The meeting in Milan is part of the process of involvement of young people, which started in 2019, also thanks to the support of Italy, with the United Nations Youth Climate Summit, held in New York on 21 September 2019.

The event will offer young people from all over the world the opportunity to develop concrete proposals for Pre-COP26 in Milan and COP26 in Glasgow. The first two days will be dedicated to working groups, while the last day to a discussion between the young delegates and the Ministers attending the Pre-COP26.

The selection of the young participants will be carried out by the Office of the UN Secretary General's Youth Envoy in collaboration with YOUNGO (the Youth Constituency at the UNFCCC), and an ad hoc Advisory Committee that is being set up. Italy will support the travel and accommodation expenses of the selected participants.

 Towards COP26 - Placencia Forum

 
  

In a crucial moment of global awareness about the climate emergency and the risks affecting biodiversity, the Placencia Forum on Ambition was held from 20 to 22 April (virtually) with the participation of the main actors in climate change negotiations.

The Forum has been promoted by the Alliance of Small Island States (AOSIS) and explored the particular opportunities to be seized for greater decarbonisation and to increase resilience to the effects of climate change, including through examples from the experience of small island states, the most vulnerable to the climate change consequences.

The Forum discussed the most appropriate processes to keep the temperature within 1.5°C, the drivers to increase ambition and opportunities to implement climate action together with other countries, international organisations and other stakeholders. The aim was understanding, according to the organizers, how to make it as strategic as possible, for Small Island States, to update the national emission reduction targets (NDC) that each country is called to submit to the UNFCCC by 2020.

The Placencia Forum, which was attended by the Italian Minister for the Environment, Land and Sea Protection Sergio Costa, is an important step in the process towards COP26 and the Preparatory Conference to be held in 2021. Among others, UN Secretary General António Guterres, COP26 President-Designate and UK Secretary of State for Business, Energy and Industrial Strategy Alok Sharma, UN Climate Change Executive Secretary Patricia Espinosa and COP25 President Minister Carolina Schmidt participated.

The Minister for the Environment Sergio Costa recalled Italy's commitment in view of COP26: "I want to underline - said the Minister during the Forum closing plenary videoconference - that Italy will organize, in the framework of the preparatory events - when health conditions will allow it - an important meeting with young people on climate change, Youth4Climate: Driving Ambition Pre-COP. The event will offer to about 400 young people from all over the world the opportunity to develop concrete proposals that will give an essential input to the negotiation process of Pre-COP26 in Milan and COP26 in Glasgow. Our purpose is to give young people the opportunity to display their proposals directly to the ministers and negotiators who will participate in the Pre-COP with the goal of ensuring an inclusive and transparent debate".
