Technical visit of the MASE in Peru for monitoring the Project

From June 29 to July 3, 2023, MASE carried out a first technical visit to Peru to monitor the activities of the Supporting NCD's Implementing Project in Peru, and to verify the results, in view of the conclusion of the activities at the end of July.

The project, co-financed by MASE with a contribution of € 2 MLN, aims to support the Peruvian Ministry of the Environment, (MINAM), for adaptation and mitigation actions’ implementation within its Nationally Determined Contributions, (NDCs), to achieve sustainable development to climate change.

The goal is to contribute to creating long-term climate resilience in Peru, using an integrated approach on a national, regional and local scale involving multiple stakeholders on the issue of river basins, forest ecosystems and risks for the effects of climate change. It is a response to the challenge of scarce and irregular water availability, which aims to fill the information gap on sustainable management in agriculture, in the use of the land, in the change of land use and in forestry of lower watersheds. The initiative also focuses on the mountains, glaciers, glacial lakes and wetlands of the Andes highlands, as part of the great patrimony of upper waters and basins that give rise to water resources.

Inspections carried out

The MASE delegation, with the support of MINAM and the Junin Region, where most of the project activities are located, carried out two site inspections. The first, starting from La Merced, concerned the National Reserve "Santuario Nacional de Pampa Hermosa", in Selva Central, where the deforested areas were visited, in which the project proposes the increase of climate resilience and the strengthening of water systems in ecosystem and health services. In this area, the visit highlighted the dangers associated with climate change on the coffee and cocoa production systems and made it possible to know what the expected results of public investment projects will be, such as:

• restoration of the ecosystem in the buffer zones of the National Sanctuary of Pampa Hermosa, (Tarma and Chanchamayo Provinces);

• recovery of ecosystem services for water regulation, (Chanchamayo and Satipo Provinces);

• improvement of the climate resilience of health services in the Valle Smeralda Micronetwork, (District of Rio Tambo, Province of Satipo).

The second inspection, starting from Huancayo, visited the hydro-atmospheric monitoring center of the Huaytapallana Regional Conservation Area, (RCA), in the Peruvian Andes, close to the glacier of the same name, located at 4709 m. A breathalyzer has been installed here which allows the concentration of black carbon to be measured, (coming from the low areas of the Andes and the Amazon), a product of human activity linked to forest fires, to the combustion of agricultural biomass waste, to pastures and to exhausts emitted by internal combustion vehicles in the country main cities.

The concentration of black carbon detected by the breathalyzer has made it possible to identify the impact of climate change on the Peruvian glacial chains’ dynamics.

In the future, the results of the breathalyzer will enable the development of a methodology for monitoring and assessing carbon black in priority glacial areas, and related mitigation measures for carbon black particulate emissions.
