The key principle of inclusion, participation and engagement of the 2030 Agenda is fully included in the National Sustainable Development Strategy (NSDS). Since the Inter-ministerial Committee for Economic Planning (CIPE) Resolution 108/2017, firstly approving the NSDS in 2017, the Ministry of the Environment and Energy Security (MASE) was called to ensure the functioning of a Forum open to civil society and non-state actors in order to guarantee their active involvement thorough the NSDS implementation, monitoring and periodic review. This indication led MASE to facilitate the establishment of the national Forum for Sustainable Development and subsequently to consolidate its action by making the Forum as the Italian platform dedicated to civil society and non-state actors’ participation in sustainable development issues.

The “expression of interest” launched in 2018 to civil society organizations to become a member of the Forum is permanently open, with the aim of keeping involving all those subjects who work in the field of sustainability policies (associations, foundations, universities, businesses, cooperatives, consortia, etc.).

As established by the Regulation of the Forum for Sustainable Development, attached to the NSDS, the institutional tasks of the Forum are:

  • participation in the implementation, monitoring and 3-year revision process of NSDS;
  • collection of recommendations, suggestions and opinions on Policy Coherence for Sustainable Development as foreseen in the National Action Plan on Policy Coherence for Sustainable Development (PCSD NAP);
  • preparation of position papers and other contributions in the elaboration of national positions within the main European and international negotiation processes on sustainable development;
  • organization, together with MASE, of the annual National Conference for Sustainable Development.

In addition to its institutional tasks, the Forum has the following relational tasks:

  • promotion of the education for sustainable development, with particular attention to youth;
  • communication and dissemination of the contents of the NSDS;
  • promotion of peer-learning and knowledge sharing to support co-planning and networking among sustainability actors;
  • links with the activities of the territorial Fora activated by the Regions and territories for the development, implementation and monitoring of sustainable development strategies at the different territorial levels.

Based on the experience of the National Forum for Sustainable Development, indeed, Regions, Autonomous Provinces and Metropolitan Cities have established and activated Territorial fora, with the aim to include civil society and non-state actors in the definition, implementation and monitoring of territorial strategies at territorial level. Within the Voluntary National Review - VNR 2022, 15 Territorial Fora were surveyed, as well as other experiences from the Metropolitan Cities. The Territorial fora have different settings, depending from each Region or Metropolitan city, but they have the common aim of creating spaces for dialogue with the civil society in the definition and implementation of sustainability policies.
